  1. On 12 January 2024, the competent authorities of the Republic of Singapore and the Kingdom of the Netherlands entered into a competent authority arrangement (“CAA”) to define the procedure for applying the arbitration proceedings outlined in Part VI (Arbitration) of the MLI.
  2. The arbitration provisions enable taxpayers to seek resolution for matters stemming from a Mutual Agreement Procedure case that persists unresolved beyond a two-year period by submitting them to an arbitration panel.
  3. The complete text of the Competent Authority Arrangement (CAA) is published as Annex B in the Singapore-Netherlands Double Tax Agreement (DTA), accessible on the Inland Revenue Authority of Singapore’s website here.
