The Direct Notice of Assessment (D-NOA) initiative will streamline tax processes for 500,000 taxpayers on the No-Filing Service (NFS). Furthermore, all tax residents will automatically receive a 60% Individual Income Tax rebate, capped at $200. Finally, adjustments have been implemented for dependant-related tax reliefs.
For Year of Assessment (YA) 2025, over 1.9 million individual taxpayers qualify for the No-Filing Service (NFS). Nearly 500,000 of these taxpayers will benefit from the Direct Notice of Assessment (D-NOA) initiative, which streamlines the tax experience by providing earlier, finalized tax bills from mid-March 2025. This year, the D-NOA has been expanded to include self-employed individuals, facilitated by income information submitted by intermediaries such as commission-paying organizations and private hire car operators.
By March 2025, taxpayers on the No-Filing Service (NFS) will be notified of their status. While NFS taxpayers are not required to file an Income Tax Return, it’s crucial to verify the pre-filled information on myTax Portal, particularly for dependant-related reliefs. Taxpayers should take note on the pre-filled relief amount as the criteria for those reliefs may have changed in (YA) 2025. Please update any changes to income details or relief claims on myTax Portal to ensure accurate assessments and avoid potential tax adjustments.

500,000 Taxpayers on NFS to Benefit from D-NOA
Approximately 500,000 taxpayers enrolled in the Direct Notice of Assessment (D-NOA) will receive their tax assessments from mid-March 2025. These assessments are automatically calculated using income information provided by employers or intermediaries, and relief claims from the previous Year of Assessment.
Taxpayers can verify their Direct Notice of Assessment (D-NOA) status through the notification center or ‘Tax Matters at a Glance’ on myTax Portal. If changes to income or tax relief details are needed after receiving the tax assessment, taxpayers can use the ‘Amend Tax Bill’ digital service on myTax Portal to file an amendment within 30 days of the assessment date.
The Inland Revenue Authority of Singapore (IRAS) will progressively expand the Direct Notice of Assessment (D-NOA) to encompass a wider range of taxpayers over the next few years.
Changes to Dependant-related Tax Reliefs
In line with Budget 2024 announcements, the income threshold for dependant or caregiver eligibility for the following tax reliefs will be increased from $4,000 to $8,000, effective Year of Assessment (YA) 2025:
All other conditions for these tax reliefs remain unchanged. Taxpayers can claim these reliefs in Year of Assessment (YA) 2025 if their dependant’s or caregiver’s annual income for 2024 does not exceed $8,000, and all other eligibility criteria are met.
For children born or adopted on or after 1 January 2024, the Working Mother’s Child Relief (WMCR) will transition from a percentage-based relief to a fixed dollar amount. This change applies to eligible working mothers with qualifying Singaporean citizen children. The WMCR remains unchanged for qualifying Singaporean children born or adopted before 1 January 2024.
For qualifying Singaporean children born or adopted on or after 1 January 2024, the Working Mother’s Child Relief (WMCR) for Year of Assessment (YA) 2025 will be a fixed dollar amount. The relief is $8,000 for the first child, $10,000 for the second child, and $12,000 for the third and subsequent children
Standardisation of Paper Filing Due Date to 18 April
Effective Year of Assessment (YA) 2025, the filing deadline for paper Forms P, B, B1, and M has been adjusted to 18 April, aligning it with the e-Filing due date. Taxpayers filing paper forms will receive them between February and March 2025.
With over 98% of taxpayers already e-Filing, IRAS encourages the remaining taxpayers to switch to e-Filing via myTax Portal using Singpass or a Singpass Foreign user Account (SFA). E-Filing offers the convenience of pre-filled income and relief information, streamlining the tax filing process
Taxpayers are advised to file their Income Tax Returns early to avoid late filing penalties
Pay Your Taxes Easily with Secured Digital Payments
To streamline tax payments after receiving their assessments, taxpayers are encouraged to use secure digital methods such as GIRO and PayNow QR. GIRO, offering up to 12 interest-free monthly installments, can be set up quickly through eGIRO on myTax Portal. PayNow QR payments can also be made via myTax Portal, with payments reflected almost instantly.
Stay Vigilant Against Phishing Scams This Tax Season
IRAS urges taxpayers to remain vigilant against spoofing scams involving fake SMS, email, and WhatsApp messages. Always verify links and click only “iras.gov.sg” or ”go.gov.sg”. For tax transactions, utilize secure services on myTax Portal, accessible via Singpass login. IRAS will never request personal or confidential information through email or unsecured links.
